Foster care client counselling

Client counselling finds yearly a place for 500-600 children.

According to the Child Welfare Act the children are primarily placed in family care.

Another option is a place at the city's own children's homes.

There are 220 places in city's own homes. Two of the cildren's homes are situated outside the city and they have also a school.

Some of the children will be placed in institutions through a framework agreement with the city or purchased service institutions from which the services are directly purchased. There are, approximately, 170 customer places in 90 localities in Finland.

Family care is given in 470 foster families and 53 professional foster homes.

The services are free of charge for the customers.


Taking a child into custody and placing him or her in family or institutional care outside their home or into care arranged in otherwise, for example, a placement with a member of the child's close network, is only the last option, when:
- non-institutional care measures are not sufficient or possible
- the defects in the child's care seriously endanger the child's health or development
- the child's own behaviour, such as abuse of intoxicants or criminal activities, endangers the child's wellbeing and
- it is assessed that the placement is in the child's best interests.

The service is only for citizens of Helsinki.
