When land sales in Helsinki occur for areas of land with a surface area of over 3,000 square metres, the City may use its right of pre-emption, in accordance with the Pre-emption Act. The City’s right of pre-emption means that the City becomes the owner in the sale contract instead of the declared purchaser.

The right of pre-emption does not apply to real estate sales between close relatives.

It is also possible to request from the City a preliminary opinion that the City will not use its right of pre-emption.
