Temporary use of plots


You can lease unoccupied plots of land for temporary use. For example, plots can be leased for a work site base, short-term storage or other operations that serve construction.

 How do you apply?

 Submit the application form (pdf, Finnish) and its attachment(s) by e-mail to ulkoilma@hel.fi.

 Submit the following documents and information as attachments:

  • a map of the area to be leased
  • a description of the intended purpose of the area
  • a trade register extract (no older than 3 months).

The agreement termination form (pdf, Finnish) is submitted by e-mail to ulkoilma@hel.fi.

How much does it cost?

Depending on the location, a temporary plot lease is €0.85/m²/month or €0.65/m²/month. A 50% discount is granted for lease areas exceeding 2,000 m². Additionally, the lease is subject to a security, the amount of which is based on the lease time and the size of the leased area.

Good to know

  • The suitability of a plot for its proposed use is assessed on a case-by-case basis.
  • Indefinitely valid agreements are subject to a mutual period of notice, which is from two weeks to six months, depending on the case.
  • The lessee is obligated to apply for all necessary official permits (from Building Control Services and Environmental Services, for example) for the planned operations.
