Street maintenance fees

In suburban areas, the City has assumed responsibility for tasks that are the responsibility of private properties under the law, such as winter maintenance of pavements and street cleaning. The cost of these tasks is covered by maintenance fees collected from properties. Ploughing roadways and other tasks that are the responsibility of the City under the law are paid for through taxes.

In the name of equality, all private properties in suburban areas are being invoiced – including those that do not have adjoining pavements – because pavements are used by all residents of the area. 

The annual fee charged to properties varies depending on the City district.

Suburban areas (open map, see blue areas)

The fees in suburban areas are determined as follows for the time being:

Annual fee for property (€) =

0.123 x utilised gross floor area (m²) + 0.052 x plot surface area (m²)

24% VAT will be added to the sum.

The fee for a detached house with a gross floor area of 120 m² and plot area of 1,000 m², for example, is 0.123 x 120 + 0.052 x 1,000 = €66.76 a year. With VAT, the annual fee comes to €82.78.

Northern city centre (open map, see yellow area)

The fee for the northern city centre is determined as follows:

0.117 x utilised gross floor area (m²) + 0.15 x plot surface area (m²)

24% VAT will be added to the sum.

The flat-specific fee for a block of 13 flats with a gross floor area of 1,250 m² and plot area of 1,200 m² is (0.117 x 1,250 + 0.15 x 1,200) / 13 = €25.10 on average a year. With VAT, the annual fee comes to €31.12.

Etu-Töölö ( open map, see red area)

The fee for Etu-Töölö is determined as follows:

0.236 x utilised gross floor area (m²) + 0.685 x plot surface area (m²)

24% VAT will be added to the sum.

The flat-specific fee for a block of 27 flats with a gross floor area of 3,600 m² and plot area of 1,200 m² is (0.236 x 3,600 + 0.675 x 1,200) / 27 = €61.91 on average a year. With VAT, the annual fee comes to €76.77.

The gross floor area and plot area information is retrieved from the municipal register. The floor areas are calculated based on the exterior dimensions of the buildings. Any storage spaces, garages, saunas, etc. are included in the floor area. That is why the gross floor area will be slightly larger than the living area.
