The municipalities of the Helsinki region – Helsinki, Espoo, Vantaa, Hyvinkää, Järvenpää, Kerava, Kirkkonummi, Nurmijärvi, Mäntsälä, Sipoo, Tuusula and Vihti – and Porvoo form one joint right-of-occupancy application area. With the exception of Espoo, the area’s right-of-occupancy customer service is handled in Helsinki, at the Urban environment division's Housing services.

Right-of-occupancy housing is a mix between rental and owner-occupied housing. You can live in a right-of-occupancy apartment after paying the right-of-occupancy fee, which is approximately 15% of the original purchase price of the apartment. You will also pay a monthly maintenance charge, similar to rent.
