Principles of tenant selection

Tenant selection for company housing follows the principles of employment relationship housing confirmed by the City Board. Checks relating to the prioritisation of fields with labour shortages are made every three months based on information produced by the divisions and enterprises.

Prioritisation categories

First priority:

  • employees in specified fields with labour shortages who are moving in from outside Helsinki/Espoo/Vantaa, giving priority to permanent employees and shift workers
  • employees in specified fields with labour shortages who are at risk of becoming homeless

Second priority:

  • employees in specified fields with labour shortages who are already living in Helsinki/Espoo/Vantaa, giving priority to permanent employees and shift workers
  • employees in specified fields with labour shortages who want to switch the city’s company-owned apartments for justified, health-related/financial/family-related reasons

Third priority:

  • any employee of the city, giving priority to those who are at risk of becoming homeless

Priorisation of titles

  1. The Education Division: child minder, ECEC teacher and ECEC special needs teacher in Swedish daycare
  2. The Education Division: special needs teacher and class teacher in Swedish comprehensive education
  3. The Education Division: special class teacher in Finnish and Swedish comprehensive education
  4. The Education Division: ECEC teacher and ECEC special needs teacher in Finnish daycare
  5. The Social Services and Health Care Division: doctor and dentist
  6. The Education Division: child minder in Finnish daycare
  7. The Culture and Leisure Division: orchestra player
  8. The Culture and Leisure Division: assistant librarian and librarian
  9. The Education Division: psychologist
  10. The Social Services and Health Care Division: all titles that include instructor (e.g social instructor and home care instructor)
  11. The Social Services and Health Care Division: trained nursing staff, all titles that include nurse (e.g practical nurse, public health nurse and dental assistant)
  12. The Social Services and Health Care Division: all titles that include social worker
  13. The Social Services and Health Care Division: all titles that include therapist (e.g physiotherapist, occupational therapist and speech therapist)
  14. The Culture and Leisure Division: youth worker
  15. The Social Services and Health Care Division: family worker
  16. The Social Services and Health Care Division: psychologist
  17. The Social Services and Health Care Division: service coordinator
  18. The Culture and Leisure Division: sports instructor
  19. The Culture and Leisure Division: facility supervisor
