Stara is in charge of approximately 70% of the public areas in Helsinki.

The streets of Helsinki are constructed and maintained in cramped conditions. Work that causes the greatest disruption to traffic is carried out outside of peak traffic hours. Although road works always restrict movement to some degree, they are also a part of a growing and developing city.

Streets and municipal engineering

Stara builds streets, parks and municipal engineering services – everything that a City’s infrastructure needs. In addition to this, Stara is in charge of approximately 70% of the public areas in Helsinki.

Election advertising on the streets

Stara offers election advertisement installation and maintenance services to election candidate nominators in the Helsinki area. Stands for election advertisements are erected in approximately 150 locations.

Stara offers election advertisement installation and maintenance services to election candidate nominators in the Helsinki area. Stands for election advertisements are erected in approximately 150 locations. The price set by the City Board for the service is EUR 1,000 (information from 2019).

The service includes the following:
- affixing the posters to plywood boards
- rental of plywood boards for the duration of the election
- periodic inspection of the condition of the posters
- reception of notifications of damage to the posters (weekdays 7.30 am–3.00 pm) and maintenance as required
- removal of posters after the election
- delivery of extra posters to waste recycling.

Tasks of the client:
Print the election posters as soon as the nominations are confirmed to have them delivered to the stands in time.

If you want a poster in every advertising location, print at least 150 posters. However, the recommendation is 175 posters, which leaves 25 replacement posters.

The posters must be suitable for outdoor use and able to withstand the adhesive mixture. Deliver them to the Stara office without delay. You will find the address with additional instructions in the order confirmation. You will receive an invoice with a two-week payment period. After the election, let Stara know if you will be coming to pick up any leftover posters – otherwise they will be disposed of.

Instructions for independently affixing election posters to the stands:
You can also deliver the election posters independently but in accordance with the recommendation of the Association of Finnish Local and Regional Authorities, in Finnish. It is recommended that outdoor advertising begin a week before the start of advance voting.

Rules of election advertising

1. Only affix election posters or banners to the stands or bridge advertising spots reserved for them by the City of Helsinki.
2. Use of the City’s election advertising spots is free of charge. If desired, a candidate nominator may order the aforementioned election advertising installation and maintenance service, which is subject to a fee.
3. Make sure the candidate’s name and number stand out clearly from the poster at a viewing distance. Posters must not include neon colours or traffic signs or contain commercial messages. Do not attach anything to the frames of the stands.
4. There will be election advertising stands in 150 locations which will be announced after the nominations have been confirmed.
5. Affix only one poster per candidate to each advertising spot.
6. Poster places will be distributed in order of the confirmed list of candidates. The candidate with the lowest number (2) will be the first on the left, etc.
7. Posters and their boards may be installed on the stands no earlier than one week before the start of advance voting.
8. The posters must be on the stands at the beginning of the advance voting at the latest. If they are not in place at that time, the City has the right to use the vacant spots for campaigns to increase voter turnout.
9. Posters and their boards must be removed no later than one week after the election.
