Grace period for loans granted by the City of Helsinki to those affected by the coronavirus situation

At its meeting on April 6, the City Board decided to offer a grace period for loans granted by the City of Helsinki and to extend the loan term accordingly. The City Board has also given a statement to the Ministry of Education and Culture on the reform of the state subsidy system for performing arts. The City of Helsinki is in favour of the proposal.  

The City Board decided to authorise the Chief Financial Officer to approve grace periods for loans granted by the City of Helsinki and to extend the loan terms accordingly, provided that sufficient guarantees remain. 

The duration of the grace period and the extension of the loan term may be up to six months for instalments due between April and September. The instalment-free period may be granted to applicants whose actions have suffered dramatic and proven changes due to the coronavirus situation. 

This decision is not applicable to those who have received loan assistance from the City of Helsinki. Any accumulated interests will be charged according to the normal procedure where the interest payments are due on September 30 at the latest without penal interest.

Helsinki in favour of proposal for state subsidy system

The City Board has given its statement to the Ministry of Education and Culture on the reform of the state subsidy system for performing arts. 

The City of Helsinki finds the proposal generally successful as it clarifies the role of performing arts in the society and highlights the development of the fine arts scene. According to the City, it is essential that the allowances designed to support the reform will be implemented in full.  

The system of state subsidies for performing arts is a pivotal structure in the cultural infrastructure and its functionality and sufficient funding constitute a significant goal on the national level. According to the City of Helsinki, the facilities of the service providers in the arts and culture scene, especially in significant growth centres, must be secured in the legal reform.
