Two types of grants instituted to support sports clubs during the coronavirus pandemic

Today on 1.10.2020, the Sport Sub-committee of the City of Helsinki Culture and Leisure Committee decided to reopen applications for the coronavirus grant aimed at Helsinki-based sports clubs. In addition to this, the sub-committee decided to make a targeted operating grant available to sports clubs to cover financial and operational challenges resulting from the closure of school gymnasiums in 2020. The applications will open on 5.10.2020.

The purpose of the coronavirus grant for Helsinki-based sports clubs is to mitigate the financial losses caused by the coronavirus pandemic, secure the clubs’ operating capabilities under the extraordinary circumstances, and fulfil City of Helsinki’s strategic objectives with regard to the promotion of recreational activities for children, young people and families.

The coronavirus grant is available for application to Helsinki-based clubs covered by operating grants, premises grants or other grants provided by associations promoting sports activities in the year 2020.

The discretionary grant will be allocated to clubs
• that have found themselves in a challenging operational or financial situation due to the government-imposed operating restrictions caused by the coronavirus during the period 1.3.–31.5.2020 or thereafter, and
• that organise traditional or new kinds of free activities for families or children and adolescents between the ages of 8 and 18, particularly with the aim of reaching the families, children and young people whose recreational opportunities have been limited due to the financial situation caused by the coronavirus or for other financial reasons.

The grant will be aimed at covering the costs of free activities organised by clubs for children and young people between the ages of 8 and 18 and for families.

Clubs that have already received a coronavirus grant from the Ministry of Education and Culture or some other body will not be eligible for the grant. Applications for the grant must be submitted through electronic services.

The application period will begin on 5.10.2020 and end on 1.11.2020.

The aim of the targeted operating grant for sports clubs is to mitigate the financial and operational losses caused to sports clubs due to the closure of school gymnasiums during the autumn season of 2020 and secure the clubs’ operating capabilities under the abnormal circumstances.

The grant is available for application to Helsinki-based clubs covered by operating grants, premises grants or other grants provided by associations promoting sports activities in the year 2020. Organisers of public benefit activities can apply for the grant to cover deficits caused by the closure of school gymnasiums for evening and recreational activities during the period 1.8.–31.12.2020. The application processing will consider the operational and financial challenges caused to the club in question due to the unavailability of school gymnasiums for evening and recreational activities during the period 1.8.–31.12.2020. These challenges include the following:
• lost bookings for school gymnasiums during the autumn of 2020 and the number of possible substitutive arrangements
• lost earnings
• additional costs caused to the clubs – e.g. the higher costs of booking substitutive premises
• challenges caused to club activities

Applicants will not be required to pay an excess to receive the grant. The application period will begin on 5.10.2020 and end on 1.11.2020.

The 2020 sports grant appropriation will be used to cover both grants. Discretionary grants will be provided within the limits of the appropriation. The Sport Sub-committee will decide on the distribution of the grants in December.

Both grants must be applied for through City of Helsinki’s electronic services at asiointi.hel.fi.
