City of Helsinki supports employees in checking their pre-completed tax returns

The City of Helsinki’s payroll challenges have caused problems regarding the accuracy of the affected employees’ Incomes Register data. The problems are related to correcting the payroll errors in the Incomes Register. The correction of earnings payment data in the Incomes Register has been slow due to the City of Helsinki’s large data transfer volume and payroll system features. The Tax Administration uses the earnings payment data for tax purposes.

Some City employees will receive a pre-completed tax return before the data can be corrected for overpaid wages.

We are continuously working to correct the Incomes Register data. The City aims to correct as many incomplete Incomes Register entries as possible by mid-March before the Tax Administration sends most of the pre-completed tax returns. The majority of City employees receive a pre-completed tax return in late March or early April.

If you suspect that the amount of salary from the City of Helsinki indicated on the pre-completed tax return is too high but cannot determine the exact correct amount, do not correct the information on the pre-completed tax return. The employer continues to correct the income data after the deadline date of the tax return.

Corrections will continue over the spring even after the employees have received pre-completed tax returns. Small sums and daycare centre staff members’ on-duty meals will be corrected in the Incomes Register during the spring and summer. The Tax Administration will consider the updated data in the final tax decision.

Advisory service for employees

An advisory service will open later in March to help City employees with questions about checking their earnings payment data. The service will continue until May. You can contact the service if you are unsure how to check your last year’s wages. The service’s launch date and contact channels will be announced later in March.

Corrections will continue beyond March–April

At the beginning of March, about 8,500 City employees had overpaid salaries to be corrected in the Incomes Register. In most cases, the respective amounts are less than EUR 1,000.

However, in the case of about 2,070 employees, the amounts are EUR 1,000–5,000, and in the case of about 630 employees, more than EUR 5,000. These approximately 2,700 people should check their salary information carefully before the deadline date of the pre-completed tax return to determine whether the income data has been corrected. The City contacts these 2,700 people to inform them of the progress of the corrections. City employees have no need for concern if the income data corrections have not been made in March–April. 

At the moment, it seems that the Financial Management Services public enterprise (Talpa) responsible for payroll calculation will be able to update the Incomes Register before the employees’ tax decisions are completed.
