Check with the Lupapiste service whether you need a permit
The City’s Building Control Services serve customers electronically via the Lupapiste service. Lupapiste will be able to receive the majority of applications submitted in accordance with the new Construction Act in January. If you are unable to apply for a permit via Lupapiste for some reason, you can also submit your application on paper.
During this legislative transition period, Lupapiste is the best place to ask for advice if the permit matters of your project are unclear.
No decisions will be made in accordance with the new Construction Act in Helsinki in January
Decisions will be made normally in accordance with the Land Use and Building Act after the turn of the year. The change in legislation will not affect supervision during construction in projects for which a permit has been granted during the validity of the current Land Use and Building Act.
The process of updating instructions to begin
The current instructions of Helsinki’s Building Control Services, as well as the shared instructions of building control authorities, will expire at the turn of the year. The process of updating the instructions will begin in early 2025 once the content of the new Act has been established and ascertained. The Construction Act is still being updated in December before it enters into force. The new instructions will also be available on the ‘Building Control Services' instructions’ page.
Reserve time for applying for a building permit
The legislative change may affect the processing times of permit applications and the availability of Building Control Services staff. Please take this into account in your own scheduling.
According to the new Construction Act permit decisions have a seven-day notice period and a 30-day appeal period.
