An exception can be made to the income limits if an apartment transfer within Heka is due to a reason beyond the tenant's control or if there are no applicants who meet the criteria for tenant selection.

In Heka’s tenant selection process, priority will continue to be given to those in the most urgent need of housing, the most deprived and low-income applicants. A maximum income limit will be introduced in addition to these criteria.
