More housing proposed for the Koskelantie and Mäkelänkatu area

Jatke Uusimaa Oy is applying for a development reservation from the city for a Kela plot located in Käpylä at Koskelantie 5 and for the service station area located west of the plot. In the development reservation, the City of Helsinki gives the partner permission to plan for the area owned by the city. The party applying for the reservation aims to develop the surroundings of the intersection of Koskelantie and Mäkelänkatu.

Jatke Uusimaa Oy has acquired the Kela building. In addition to the Kela plot owned by the city, the development reservation area includes the area bordered by Mäkelänkatu and Vähänkyröntie, which at the moment houses a service station and a fast-food restaurant.

The development reservation applicant proposes turning the area into a residential area with brick-and-mortar business premises. Special attention will be paid to the area’s nationally valuable cultural environment and its location at a transport hub. The development of the traffic arrangements in the intersection will be examined more comprehensively by the city.

In the city plan, the development reservation area is located in a primarily residential area (A2), where the block density is largely 1.0–2.0. In the preliminary drafts, the volume of construction is about 10,000–15,000 square metres of floor space. This would mean more than three hundred new residents. The construction of commercial and office premises must be enabled along the main streets of the area.

The starting points for planning the development of the area will be presented at an online resident event held on Teams on Monday 8 May 2023 at 17.00–18.15. The event will be held in Finnish. There will also be plenty of time for conversation and questions that the participants can present in the comments section or by requesting the opportunity to speak.

In addition to City of Helsinki experts, the event will be attended by the parties applying for the development reservation and the project architect.  The event programme and participation instructions (in Finnish) are available in the event information(Link leads to external service).

The ideas and feedback on the starting points for the area’s development that were obtained through this interaction will be taken into account in the further planning that the city and the applicant will prepare together. The development reservation will be presented to the Urban Environment committee in early autumn. The City Board will make the final decision on granting the development reservation.

The development reservation will be granted until the end of 2025, and during this period, the party granted the reservation will prepare more detailed plans, reports and alternative reviews. The city will start the process of altering the detailed plan and organise the related interaction together with the applicant.
