The processing of early childhood education applications and related decision-making will be transferred to be carried out by the service counsellors of the new Service Guidance for Early Childhood and Pre-Primary Education Unit as of October. At the same time, the Asti online service will be introduced for applying for a place in Finnish-language early childhood education. Until now, early childhood education applications have been processed and decided on by daycare centre directors, family daycare providers and senior playground instructors.

The objective of the reform is to achieve an even more functional system for allocating places in early childhood education. As the reform progresses, daycare centres will have more time to welcome the families and children in early childhood education in the starting phase.

In Helsinki, offering a child a place in a local daycare centre is a key principle steering operations. This means that a place must always be offered at the daycare centre that is the closest to the family’s home and has available places. The centralised Service Guidance for Early Childhood and Pre-Primary Education will improve the realisation of the local daycare centre principle.

The grounds for granting a place will not change with the service guidance change. They can be found on the hel.fi website.

Information about the new Service Guidance system is provided on the hel.fi website, by service counsellors and at playgrounds. The new Asti online service is being developed alongside the Service Guidance, and its services will be introduced in phases.

Asti online service to be introduced in early childhood education

Until now, the Asti online service has been available for applying for places in the Swedish-language early childhood education. Applying for Finnish-language early childhood education will be made available via Asti in October. Other applications for early childhood education and pre-primary education are submitted via the current channel, the City of Helsinki E-services. We will provide more detailed information about upcoming changes over the course of the autumn on our website.
