Results of the latest Helsinki Barometer survey suggest that almost all Helsinki residents feel that Finland’s offer of protection for Ukrainians is either important or very important. The survey indicates that women are more strongly in favour of the support than men, in addition to being much more concerned about the war in Ukraine. The respondents’ main worry focused on the impact that the crisis will have on Finnish security and the economy, but there were also more personal concerns, as over half of the barometer’s respondents said were anxious about the safety of themselves and their loved ones. The results of the latest survey are analysed in more detail in a Finnish-language article for the online journal Kvartti.
A product of the City of Helsinki’s Executive Office, the Helsinki Barometer is a biannual survey of the city’s inhabitants that is intended to map out Helsinki residents’ experiences of their home city. The latest round also asked respondents about their attitudes and concerns associated with the war in Ukraine. The Helsinki Barometer findings are for the most part in step with the results of the recent nationwide Citizens’ Pulse survey.
Strong desire to help among Helsinki residents
Almost all of the survey respondents (96 per cent) answered that they felt Finland’s offer of protection to Ukrainians was either important or very important. A clear majority (over 70 per cent) said that they were also of the opinion that Finland should offer international protection to Russians who are persecuted in their home country.
The Helsinki Barometer results indicated that most Helsinki residents were also prepared to personally help the victims of the crisis, as about one quarter of the respondents said they were prepared to offer accommodation to people fleeing Ukraine, and over half (60 per cent) said they had donated money to help Ukraine.
Likewise, the support of the city and its businesses was judged to be essential. Almost all of the survey respondents (92 per cent) said that they felt the City of Helsinki’s role in providing accommodation to people fleeing the crisis area was important. Four out of five respondents said they were of the opinion that if circumstances allow, employers should provide jobs for people who have had to leave Ukraine.
Women more strongly in favour of assistance
The attitudes of the Helsinki Barometer survey respondents were analysed according to several background factors. As a rule, women were more strongly in favour of the Ukrainian support measures than men, although differences in this area were not remarkably large. The biggest gap was observed in answer to a question about donations: 67 per cent of women said they had donated money to help Ukraine, compared to 52 per cent of men.
Respondents’ birth dates were also linked to the results, as support for assistance increased in line with age.
Economy and security top concerns
Survey answers indicated that Helsinki residents are more concerned about the negative effects of the Ukraine crisis for Finland as a whole than they are about the influence it may have on their personal lives. Respondents’ main concern was about the war’s impact on the Finnish economy. Four out of five people responding to the survey said that they are at least somewhat concerned about the economic impact. Almost as many people answered that they were worried about the crisis’ effect on Finland’s security.
Well over half of the respondents said that they were concerned about their own safety and security or that of their loved ones. In addition, 42 per cent of the people answering the survey said they were concerned about their mental wellbeing, while 38 per cent said they were worried about how the crisis would affect their personal finances.

The Helsinki Barometer is a biannual survey of the city’s inhabitants commissioned by the City of Helsinki’s Executive Office. The survey is intended to map out Helsinki residents’ experiences of their home city. The latest round of the survey was conducted between 8 April and 3 May 2022 as phone interviews conducted with 1000 respondents between the ages of 18 and 79. The very first Helsinki Barometer was carried out in the autumn of 2019 by the data collection firm Norstat Finland. Six rounds of the survey have been completed to date.

«Барометр Гельсінкі» проводиться за ініціативою Виконавчого комітету міста раз на два роки. Його метою є збирання думок мешканців столиці з найважливіших питань. У межах останнього опитування респондентів, зокрема, запитували про їхнє ставлення до війни в Україні та пов'язані із цим побоювання. Отримані дані загалом відповідають результатам загальнонаціонального опитування «Пульс».
Жителі Гельсінкі активно виступають за надання допомоги
На думку майже всіх респондентів (96%) пропозиція Фінляндії щодо надання захисту українцям була або важливим, або дуже важливим кроком. Переважна більшість (понад 70%) заявили, що Фінляндія також має надати міжнародний захист росіянам, які піддаються переслідуванням у себе на батьківщині.

Жінки рішучіше виступають за надання допомоги
Відповіді учасників опитування «Барометр Гельсінкі» були проаналізовані з урахуванням декількох фонових чинників. Загалом, жінки активніше говорили про необхідність надання підтримки українцям, ніж чоловіки, проте відмінності у цій категорії були досить незначними. Найбільші розбіжності були зафіксовані у відповідях на питання, що стосується пожертвувань: 67% жінок заявили, що вони пожертвували гроші на користь України; водночас так само вчинили лише 52% чоловіків.
Під час аналізу отриманих відомостей також враховувалася дата народження респондентів — більш вікові учасники опитування активніше висловлювалися за надання допомоги.
Основною проблемою визнано негативний вплив на економіку та безпеку
Результати опитування показали, що мешканці Гельсінкі більше стурбовані негативними наслідками війни в Україні для Фінляндії загалом, ніж тим, як вона може позначитися особисто на них. Основне занепокоєння респондентів викликав вплив кризи на фінську економіку. Четверо з п'яти учасників опитування повідомили, що їх хвилюють, щонайменше, економічні наслідки поточних подій. Майже стільки ж людей відзначили, що їх турбує вплив війни на безпеку Фінляндії.
Більше половини респондентів заявили, що вони хвилюються за власну безпеку або за своїх близьких. Крім того, 42% людей, які взяли участь в опитуванні, повідомили, що вони стурбовані своїм психічним станом, а 38% городян бояться за своє фінансове благополуччя.
