The Finnish government has introduced income limits to the tenant selection of state-subsidized rental apartments beginning on 1 January 2025. The tenant selection considers your gross income, which is your income before taxes and other deductions. The tenant selection will continue to prioritize applicants with the most urgent need for housing, smallest amount of assets and lowest income. The income levels will be introduced on top of these, and the urgency levels will not change. The income levels will also apply to those Heka residents who are switching to another Heka apartment.
The income levels do not apply for senior housing. They are also not considered for cases, where a Heka tenant must switch apartments due to renovation or demolition of their house, or another reason beyond the tenant’s control.
Income limits for applicants
From the beginning of 2025, the gross income of a one-person household selected for Heka's apartment may not exceed EUR 3,540. If the household includes more than one adult over 18 years of age, the income limit is increased by EUR 2,480/adult. If the household includes children under the age of 18, the income limit is increased by EUR 650 for the first child and EUR 600 for the other children.

What is considered income?
The income limit takes into account the applicant’s permanent gross monthly income. Permanent income of family members under 18 is also taken into account. Distraint and garnishment of debts or fringe benefits cannot be deducted from consideration of your income. Your income will be considered at your current situation at the time of applying. If you know that your income will increase or decrease in the near future (for example, if you are retiring), we will take into account your future income. If your income is irregular, we can calculate a 12-month average.
