The Helsinki Culture and Leisure Division launched a study about the governance model of the Helsinki Philharmonic Orchestra in 2023. The study investigated the prerequisites for orchestral activities and their development both as a foundation and in the current division model, i.e. as part of the cultural services provided by the Culture and Leisure Division.

As a result of thorough overall consideration, the city established at the end of 2024 that the orchestra’s governance model will not be changed, but the orchestra will continue to operate as part of the Culture and Leisure Division and its operation will be further developed as part of the city’s organisation. The study identified important areas for development, , for which solutions have already been found and which are still being addressed both in the Division and with partners.
