Helsinki has determined ethical principles for the responsible use of data and artificial intelligence

To promote sustainable digital development, Helsinki has determined ethical principles for the use of data and artificial intelligence. The principles were drawn up because our city wants to use data and artificial intelligence responsibly and act as a trailblazer for others. There is tremendous potential in the use of data and artificial intelligence, but the implementation must be ethically sustainable.

There are eight ethical principles. These are human-centredness, transparency, explainability, fairness and non-discrimination, accountability and trust, privacy, safety, and human oversight over AI operations.

Helsinki produces and uses data in the services it offers to its residents, as well as in its operations as an employer and a public administration organisation. Various artificial intelligence applications are also constantly being used and developed. For example, artificial intelligence can create opportunities to provide services that are predictive, personalized, and more efficient. By using the ethical principles, the city aims to minimise the ethical risks related to the use of data and artificial intelligence.

In practice, the use of the ethical principles means applying them to the city's AI-based services. The AI-based services are founded on the fact that machine learning can be used to predict certain things.

Part of the ethical use of artificial intelligence is the AI Register, which introduces the AI systems used in Helsinki.
