City of Helsinki to renew people practices in coming years

The City of Helsinki is launching people process and practise transformation that aims to free up supervisors’ time for meeting with others and support good and equal management with uniform operating models and digitalized processes.

“Over the years, Helsinki as an employer has developed a series of varied and sometimes complex processes, instructions and systems. The goal of the new project is to simplify people practices, clarify instructions and processes, and improve the support received by both supervisors and employees,” says the City of Helsinki’s CHRO Petri Lumijärvi.

Both supervisors and employees will be actively involved in developing the new user-oriented practices and processes. Both will be invited to participate in the project’s development work by commenting on, developing and testing the renewed processes, for example.

The renewal will proceed in stages over the next four years. During this time, the people processes will be renewed and centralized on one digital platform, which will replace the separate systems currently in use. It has been estimated that the multi-year project will cost around 28 million euros.

City to request tenders for an integrated comprehensive HR system

The objective is to acquire user-friendly and integrated HR system that has the necessary capacity and versatility to meet the city’s strategic needs. The new system will provide better guidance to the user, automation and the needed analytics functions.

“We will do exhaustive testing to ensure the smooth implementation of the new system. Supervisors and employees will receive a thorough introduction, and support for supervisors will be made more user friendly. We will not take the system into use until it can be proven that it works and suits our needs. This is of primary importance and has already been a key issue during our preparation phase," said Lumijärvi.

The City of Helsinki is currently preparing a competitive tender for a new integrated HR system, with the goal to issue the public tender in autumn 2024.
