Negotiations for the development of the Kontula shopping centre continue. At the moment, the development partner NCC and the shopping centre companies businesses are negotiating on the possibility to develop the area and applying for a joint development reservation from the City of Helsinki. The goal is that more detailed planning and a change of the city plan are launched after the development reservation is granted.
-It is important that everyone remains aware that the development of the Kontula shopping centre will take years, as it includes city planning, which is a process that will take at least three years. The City also hopes that the parties reach a consensus quickly, which would end the current state of uncertainty that causes concern, says Project Director Ritva Tanner from the City of Helsinki's City Executive Office.
In February 2024, Kontula shopping centre companies and NCC Property Development Oy signed an agreement on the development of the Kontula shopping centre area. Negotiations on the development of the Kontula shopping centre began after the agreement was signed last spring.
Extension of land lease agreements to be discussed during 2025
The City of Helsinki owns the land of the shopping centre area, which it leases to the businesses. The goal is for the detailed planning to begin during 2025. Earlier, in March 2024, the City of Helsinki announced that the city planning process would begin in the autumn of 2024.
Land lease agreements between the shopping centre companies and the City of Helsinki are due to expire at the end of 2025. In 2019, the land lease agreements were extended for five years. The extension of these land lease agreements will be negotiated in more detail between the shopping centre companies and the City of Helsinki during 2025, after talks on the principles of the development of the area between the businesses and NCC have progressed.
In addition to NCC, the development partner of the Kontula shopping centre, the negotiating parties include KOy Kontulan Asemakeskus, Kontulan Ostoskeskus Oy, Kontulan Palvelutalo Oy and the facilities of the Helsinki City real estate company KOy Helsingin toimitilat. The agreement, signed in March, concerns the development of the Kontula shopping centre.
Businesses to receive information on facilities from the shopping centre companies
The facilities of the Kontula shopping centre are owned and leased by four companies: KOy Kontulan Asemakeskus, Kontulan Ostoskeskus Oy, Kontulan Palvelutalo Oy and the Helsinki City Real Estate Company, KOy Helsingin toimitilat.
Some of the current businesses in the area rent their stores, and some own their facilities. In matters related to the facilities, the shareholders will receive information from the companies’ boards and the tenants will receive information from the shareholders, whose premises they are renting .
