The MAL 2023 plan for sustainable growth in the Helsinki region circulated for comments

The Helsinki region grows and becomes more compact. The growth will be based on the existing community structure and a sustainable transport system. These are among the principles included in the MAL 2023 draft plan for land use, housing and transport that a meeting of the Helsinki Region Cooperation Assembly (HSYK) on 29 March 2023 decided to circulate for comments.

The main goal of the MAL 2023 planning is a carbon-neutral, prosperous and successful Helsinki region. The MAL 2023 plan aims to build a region where current and future residents can live good lives and enjoy smooth everyday travel. The plan will also provide a sustainable solution to the region’s growth and ensure good conditions for business and other activities. A sustainable transport system and the associated measures are essential to the plan. 

The MAL 2023 work has proceeded amid major global upheavals. The coronavirus pandemic, the war in Ukraine and inflation have made predicting the future difficult.

The comment round of the MAL 2023 draft plan begins on 3 April and ends on 25 October. Comments are also asked for the impact assessment report, an updated version of which will be available after 17 April. The HSL Executive Board discussed the matter in its meeting on 28 March and also decided to circulate the plan for comments.

MAL planning and the Helsinki Region Cooperation Assembly

The MAL 2023 plan for land use (M), housing (A) and transport (L) in the Helsinki region is a strategic plan for the 14 Helsinki region municipalities. The plan sets out the municipalities’ common objective for the region’s development until 2040 and outlines a vision until 2060. It also includes a statutory transport system plan.

  • An important part of the MAL 2023 planning is an impact assessment to ensure the measures are effective and take the Helsinki region in the desired direction. 
  • MAL planning is carried out in four-year cycles. The municipalities are responsible for planning land use and housing, and HSL is responsible for the Helsinki region transport system planning and the assessment of the impacts of the plan.
  • The Helsinki Region Cooperation Assembly (HSYK) and the region’s municipalities decide on the plan’s land use and housing sections. The transport system section of the plan will be approved by the HSL Executive Board for its member municipalities and, for the other municipalities, by the KUUMA Board and the municipalities concerned.
  • The Helsinki Region Cooperation Assembly (HSYK) is a cooperation body consisting of the leading elected representatives of the Helsinki Region municipalities. The cooperation focuses on land use, housing and transport and joint regional advocacy.  The assembly is chaired by Juhana Vartiainen, Mayor of Helsinki.
