Discount for low-emission cars

The City of Helsinki grants low-emission vehicles a 50 per cent discount on parking fees for designated street parking.

In order to take advantage of the discount, you must pay for parking via a mobile app. You can receive the discount even if you do not live in Helsinki.

A similar discount is available for resident and business parking permits. Depending on the type of permit, the discount varies from about 17–34 per cent. 

Criteria for low-emission vehicles until  31 December 2024

• The CO2 emissions of low-emission cars and vans (incl. hybrids) may not exceed 50 g/km in WLTP tests and 37 g/km in NEDC tests, and they must meet at least the criteria of the Euro 6 standard.
• In order to meet the CO2 emissions criteria, it is sufficient that a vehicle’s emissions value meets the above-mentioned limits in at least one of the emissions tests.
• All all-electric L-category vehicles (motorcycles, mopeds, three and four-wheeled scooters and motorised quadricycles) are low-emission vehicles.

Criteria for low-emission vehicles as of 1 January 2025

• Fully electronic passenger cars and vans.
• Fully electronic vehicles of category L (motorcycles, mopeds, tricycles, quadricycles and light quadricycles, i.e. microcars).

City officials monitor emissions criteria every two years. The discount for low-emission vehicles is intended as a temporary incentive and will be removed in the future.

How to apply for a discount for a low-emission vehicle

1. Check that your vehicle meets the criteria for a low-emission vehicle, as described below.
2. Send the Urban Environment Division’s customer service (kaupunkiymparisto@hel.fi(Link opens default mail program)) an email with your license plate number. You can also visit our service location with this information.

Once we have approved your application, we will forward your license plate number to the mobile app operators. After this, you will receive the discount automatically when you pay for your parking with a mobile app. Processing the applications takes about two business days.
