If you receive the notification “Ownership could not be verified” when purchasing a resident parking permit, check that you have not prohibited the disclosure of your data in Traficom’s traffic register. If you receive any other error message when entering your registration number, you will have to visit the Urban Environment Division’s Customer Services at Työpajankatu 8 to purchase a permit.

The new online parking service has been introduced. If you have purchased the permit on 16 January 2024 at the latest, you will unfortunately not receive a notification of the end of the payment period but must remember to renew the permit yourself. If necessary, you can check the payment period termination date by contacting our customer services at kymp.pysakointitunnus@hel.fi(Link opens default mail program). Make sure to include your vehicle registration number in your email.

If you have purchased a parking permit on or after 17 January 2024, you will receive a notification when the permit payment period will end. You can extend the validity of your permit, change the details of your permit or cancel it via the new online services.

Resident parking

Resident parking permits make it possible for you to park affordably in your residential area's designated parking spaces. Resident parking permits are only used in the inner city.

A resident parking permit allows you to park in your residential area's designated parking spaces for a set monthly fee. Always check traffic signs to ensure that parking along the street or on the parking lot is allowed with a resident parking permit. Owning a resident parking permit does not guarantee that a designated parking space will always be open to you, however.

The permit costs €45 or €60 per month depending on the zone. Low-emission vehicles receive a discount on the fee. If you are applying for a parking permit for another vehicle, the price will be one and a half times higher than the first one. For example, the first permit for a normal-emission vehicle in zone A costs €60 per month, and the second permit for a normal-emission vehicle costs €90 per month.

You can get a resident parking permit if, according to the Population Information System maintained by the Digital and Population Data Services Agency and the Transport Register maintained by Traficom, you:
- live in a resident parking zone
- you have a valid driving licence for the category of vehicle concerned.
- according to the vehicle register, are the owner or holder of the car, van, motorcycle or motorised quadricycle for which you are applying for a permit.

If the vehicle is removed from traffic, the permit is no longer valid. Please ensure that you have a valid permit and that your details are up to date.

Buy a resident parking permit or extend the validity

You can apply for a resident parking permit or extend it online or by visiting the Urban Environment Division's customer service point in person.

If you have a foreign or Åland driving licence, you will need to visit the customer service point to purchase your licence for the first time. You can then extend it online.

If you need a shared permit or you wish to extend an existing shared permit, currently you must visit the customer service point in person.

You can purchase permits for periods of 1-12 months or select rolling charging, whereby we will charge you a monthly fee each month until you terminate your permit or your right to a permit ends, due to you moving, for example.

You can pay for a new period no more than two weeks in advance online.

Processing time

A permit will become valid as soon as you have paid for it.

You can pay for your resident parking permit with cash or by card at our customer service point. Online, you can pay for a permit using your online banking service or with a debit card or a MasterCard or Visa credit card (Diners Club and American Express cards are not accepted).

Terminate a resident parking permit

The validity of your resident parking permit ends automatically at the end of each payment period. You can also terminate the permit in the middle of a payment period if you wish by informing the Urban Environment Division's customer service or terminating it yourself online.

Permits for two vehicles can be terminated by sending the permit to the customer service point by post or by visiting the point in person.

Processing time

The permit expires on the date you submit a notice of termination in writing using the form or by email, or by terminating the permit online.

Additional information

The city will refund any full months you have paid for in advance, if you provide us with your bank account number.

Update the address on a resident parking permit

You can change the address on your permit using our online form or by notifying the Urban Environment Division's customer service of your change of address.

We will change the address on your permit once your address has been updated in the Finnish Population Information System.

You must visit the customer service point to change the address on permits for two vehicles. The address on a shared permit can be changed by calling or visiting the customer service point.

Additional information

The change of address will take effect as soon as you have reported the change. If the parking permit was purchased before 17 January 2024 and you report the change online, the processing time for the change of address will be approximately two business days and you will receive a notification when the change is updated.

If the price of your permit increases because of a change of address, we will refund the money paid for full months in advance and create a new permit for you. If the price decreases, we will refund the difference between the old and new price for the months paid in advance.

Frequently asked questions

The new parking permit service was introduced on 12 December 2023. If you purchased your permit on or after this date, you can manage all permit-related matters, such as extending the permit, changing your registration plate number or address, and terminating your permit, via the new service. You can access the new service using the links for permits purchased on or after 12 December 2023.

If you purchased your permit before 12 December 2023, you can manage permit-related matters using the old online forms, which you can access using the links for permits purchased before 12 December 2023.
 

Depending on the area, the resident parking permit and the shared permit will cost €45 or €60 per month. For low-emission vehicles, the price is €37.5 or €45. You can also get a parking permit for another vehicle, allowing both vehicles to be parked on the side of the street at the same time. The price of the second permit is one and a half times the price of the first permit. For example, the first permit for a normal-emission vehicle in zone A costs €60 per month, and the second permit for a normal-emission vehicle costs €90 per month. 

The price for resident parking in Katajanokka’s zone D and Suomenlinna’s zone DC will increase by 7.5 per cent, making the new monthly price EUR 64.5 (low-emission vehicles EUR 48.4, including value added tax). The new prices will become valid on 1 December 2024.

You are eligible for a resident parking permit if you meet the following criteria:

You can get a permit for a car, van, motorcycle, motorised quadricycle or any other vehicle with a maximum mass of four tonnes. 

Yes. You can get a resident parking permit for a rental vehicle for the time period specified in the rental agreement. The vehicle must be rented from a company that operates in the rental car industry to quality. You can redeem the permit by visiting our customer service. A lease agreement for the rented vehicle is required. The agreement must be made in the name of the permit holder.

Yes.  

If you purchased a permit using the new service, i.e. on or after 17 January 2024, you can add the courtesy car to your permit yourself online.

If you purchased your permit before 17 January 2024, you can send us a statement from the garage or the courtesy car rental agreement by email to kaupunkiymparisto@hel.fi(Link opens default mail program) – once you have sent the message, call our customer service point and we will add the courtesy car to your permit. The email processing time is approximately two working days.

A courtesy car may be added to your permit a maximum of twice a year, and for no more than two weeks at a time. If you require a permit for a courtesy car for longer than this, please contact our customer service point.
 

Yes. If the car has more than one owner or holder, you can get a shared permit. A shared permit allows you to park in all the resident parking zones in which the owners or holders of the shared car live.

You cannot have a shared permit and a personal resident parking permit at the same time, however, and your name can only be included in one shared permit.

A shared permit can be applied for, picked up from and renewed at the Urban Environment Division’s customer service point. 

The price of a joint permit consists of the total price of all the areas marked in the permit.

You can have up to two resident parking permits. The price for the second permit will be one and a half times the standard price for the area concerned. Different individuals cannot have permits for the same vehicle unless the vehicle in question is in shared use and has a shared permit.

You can buy a permit for a period of 1–12 months or choose rolling billing, whereby we charge you a monthly fee each month until you terminate the permit or your right to the permit ends, due to you moving, for example.

You can pay for a permit at our customer service point with cash or a bank card. Online, you can pay for a permit using your online banking service, a debit card or a MasterCard or Visa credit card (Diners Club and American Express cards are not accepted).

You can park in designated parking spaces within the resident parking zone marked on your permit. Designated parking areas are marked with an additional panel placed below the parking sign. The additional panels may say ‘Ei koske P-tunnuksella L’ (Does not apply to resident parking permits marked L), for example.

Please note that not all parking spaces are residential or corporate parking spaces. For instance, near business premises there are also so-called customer parking spaces where parking with a residential parking permit is not allowed. You always have to pay a parking fee to park there.

You will receive a notification by email when your permit is due to expire if you purchased it on or after 17 January 2024. Unfortunately, we are not able to sent a notification that a permit is due to expire for permits purchased before this date, so please ensure that you renew your permit on time.
 

We can check the validity of permits for a single vehicle online, based on your registration plate number. If you have a single vehicle permit, you do not need to display your laminated permit on your dashboard.

If you have a parking permit that covers two registration plate numbers and the permit was purchased before 17 January 2024, you must place the laminated permit on your dashboard, ensuring that it can be seen properly from outside the car.
 

You can update the payment details yourself in the online service. Please check with your online bank to make sure that you have set payment limits for your card and that online payments are allowed. Also, make sure that your new payment card is active by making a payment with it.

Yes. You can redeem the permit by visiting our customer service. A vehicle registration is required to check the vehicle’s details.

You can get a permit from our customer service. Please bring your driving license, so we can your current driving permit.
