Resident parking

Resident parking permits make it possible for you to park in your residential area's designated parking spaces for a monthly fee. Resident parking permits are only used in the inner city.

A resident parking permit allows you to park in your residential area's designated parking spaces for a monthly fee. Designated parking areas are marked with an additional panel placed below the parking sign. Resident parking permits are only used in the inner city. 

You can get a resident parking permit if 
- you live in a resident parking zone 
- you have a valid driving licence
- you are the owner or holder of the vehicle for which you are applying for a permit
- your vehicle belongs to the same category as your driving licence
- your vehicle is commissioned.

We will check this information in the Finnish Population Information System of the Digital and Population Data Services Agency and the Transport Register of the Finnish Transport and Communications Agency Traficom. Please make sure that your information is up to date and your permit is valid.

You can buy a permit for a car, van, motorcycle, motorised quadricycle or another vehicle with a maximum mass of four tonnes.

If the vehicle is decommissioned, the permit is no longer valid.

Depending on the zone, the permit costs between €45 and €64.50 per month. Fully electric vehicles get a discount on the fee. You can buy permits for two vehicles. The price of the second permit is one and a half times the price of the first permit.

You can buy a resident parking permit, extend its validity and edit its details on the Parking Permits online service or by visiting the Urban Environment Division's Customer Services. Please note that you cannot buy a parking permit over the phone.

If you receive the notification "Ownership could not be verified" when purchasing a permit, check that you have not prohibited the disclosure of your data for transport-related purposes in Traficom's Transport Register. If you receive any other error message when entering your registration number, you will have to visit the Urban Environment Division's Customer Services to purchase a permit.

Resident parking zones and prices

There are 16 resident parking zones in Helsinki. Each zone is designated with a letter (A–P). With a resident parking permit, you can park in the zone covered by the permit.

Depending on the zone, the resident parking permit costs between €45 and €64.50 per month. Fully electric vehicles get a discount on the fee.

The permit price includes value-added tax.

The price of a permit for a second vehicle is one and a half times that of the first.

The price of a shared permit is the total price of all of the areas marked on the permit.

Change of address or new vehicle

If you move or change your vehicle, please let us know your new address or update the registration number of your new vehicle in the permit details so that you can continue to use the permit. 

Do not log in to the Parking Permits service

Please note that if you log in to the Parking Permits online service after changing your address, your permit will expire at the end of that day if you have not provided your new address to Customer Services before that. 

Inform Customer Services of your new address

Please inform Customer Services of your new address once it has been updated in the Population Information System of the Digital and Population Data Services Agency. We will update your new address and parking zone in your permit details.

If the price of the permit changes

If the price of the permit increases due to your move, you can park for the rest of the current month at the old price. After that, you will pay the higher price. If you have paid for future months in advance, you will need to pay the difference between the old and new price.

If the price decreases, we will refund the difference between the old and new price for any full months paid in advance.

Update the licence plate number of your new vehicle either in the Parking Permits service or with Customer Services, depending on the type of the permit. 

Update your licence plate number in the Parking Permits service

If you change your vehicle, you will need to update your resident parking permit with the licence plate number of your new vehicle before you can use the permit with your new vehicle.

You can update your licence plate number in the Parking Permits service if you are registered as the owner or holder of the new vehicle in Traficom’s Transport Register.

The change will take effect as soon as you have updated the information.

When do I have to submit my licence plate number to Customer Services?

You need to submit the new licence plate number to the Urban Environment Division’s Customer Services if the vehicle associated with the permit is

  • a rental vehicle
  • a vehicle registered abroad
  • a shared vehicle

or if you have

  • a foreign driving licence
  • an Åland driving licence.

We will process your notification in approximately two working days. You will receive a message when the change has been updated and you can use your permit with the new vehicle.

If the price of the permit changes

If the price of the permit increases due to the change of vehicle, you can park for the rest of the current month at the old price. After that, you will pay the higher price. If you have paid for future months in advance, you will need to pay the difference between the old and new price.

Rental, courtesy or shared vehicle

You can also get a resident parking permit for a rental or courtesy vehicle while your own vehicle is being serviced, for example. A shared permit is available for vehicles shared by multiple owners.

  1. Use the online form below to apply for the permit.
  2. Attach the rental agreement of the vehicle and a copy of your driving licence.

To apply for a permit, you must be designated as the renter or driver of the vehicle under the rental agreement. The vehicle must be rented from a company that operates in the rental car industry.

We will process your application within two working days. You will receive an email with instructions on how to claim your permit. We will delete the appendices you send us after 12 months.

A permit for a courtesy vehicle for up to two weeks

You can add the details of the courtesy vehicle to your permit yourself in the Parking Permits service.

You may add a courtesy vehicle to your permit up to twice a year and for a maximum of two weeks at a time.

A permit for a courtesy vehicle for longer than two weeks

If you need a permit for a courtesy vehicle for more than two weeks or more than twice a year, please send us a free-form certificate from the garage or the rental agreement of the courtesy vehicle by email to  kymp.pysakointitunnus@hel.fi(Link opens default mail program) .

Once you have sent the email, please call our Customer Services (tel.  09 310 22111(Link starts a phone call) ), and we will add the courtesy vehicle to your permit.

The processing time for emails is approximately two working days.  

If the vehicle has more than one owner or holder, you can get a shared resident parking permit. A shared permit allows you to park in all the resident parking zones in which the owners or holders of the shared car live.

You cannot have a shared permit and a personal resident parking permit at the same time. Your name can only be included in one shared permit.

The price of a shared permit is the total price of all of the areas marked on the permit.

To purchase, extend or terminate a shared permit, you must visit the Urban Environment Division’s Customer Services. You can also report a change of address or licence plate number by phone or email.

A vehicle registered abroad or in Åland

A foreign or Åland driving licence

You cannot pay online or at Customer Services with Diners Club or American Express cards. 

You can update your payment card details under ‘Update payment card details’. You will not receive a separate confirmation message for successfully changing your payment card.

Check your online bank to make sure that you have set sufficient payment limits for your payment card and have enabled online payments. Please remember to activate your new card in accordance with your bank’s instructions. 

You will receive a receipt in your email after purchasing a resident parking permit.

If you need a receipt afterwards, you can request one from the City’s Financial Management Services by emailing  tuki.checkout@hel.fi(Link opens default mail program) .

You can buy a permit for 1–12 months or choose recurring payments. If you choose recurring payments, we will charge you a monthly fee each month until you terminate the permit or your right to the permit ends, due to you moving, for example. The permit becomes valid as soon as you have paid for it. 

The validity of a fixed-term permit ends automatically at the end of the payment period. You will receive an email notification before your permit expires.

You can pay for an extension up to two weeks in advance. If you extend the validity of your permit, the new period will start as soon as the previous one ends. 

The validity of a fixed-term permit ends automatically at the end of the payment period.  

You can also terminate the permit in the middle of a payment period and choose whether the validity will expire immediately or at the end of the current period. We will refund the money for any full months paid for a fixed-term permit.
