
Residents' satisfaction with the City of Helsinki services is surveyed with the national KAPA study on urban and municipal services every four years, which has become an established practice. The latest KAPA survey data was collected in late 2024.
Helsinki residents rated most City services fairly positive. The overall satisfaction with the City operations (financial management, decision-making, communication, offices' customer service, etc.) improved over the 2000s and 2010s until the period of 2016–2020, but decreased somewhat in the latest survey.
Nine in ten Helsinki residents are happy with public transport
Residents are generally very happy with cultural services and especially the City libraries, as almost no respondents were unhappy with libraries. Library services are also highly popular, which is why respondents were readily able to give their opinion of the libraries. As for outdoor recreation areas and parks, nine in ten respondents who gave their opinion (respondents excluding those who answered 'I don't know') were happy with the services.
Helsinki residents also gave highly positive ratings to public transport: nine in ten were happy with the services. Similarly, services such as recycling and waste management were rated mostly positive. The rating for these services has improved over the early 21st century.
In the latest survey, 80% of respondents were happy with comprehensive schools and approximately three in four (of those who gave their opinion) were happy with early childhood education. However, the proportion of people who are happy with education services decreased somewhat from the previous survey from four years ago.
