Helsinki’s objective in the accessibility of digital services is to achieve at least the AA level determined in the Web Content Accessibility Guidelines or better if reasonably possible.
Compliance situation
The Helsinki Recovery App meets the legally prescribed critical accessibility requirements in accordance with WCAG 2.1 level AA with the following deficiencies observed.

- Several elements of the application do not work well when using a screen reader.
- Several buttons of the application lack an accessible description (WCAG 2.1: 4.1.2 Name, Role, Value)
- The navigation menu of the application is not focused on immediately when it opens, nor is there any notification of its opening (WCAG 2.1: 2.4.3 Focus Order, 4.1.2 Name, Role, Value)
- A portion of the text of the app is read one word at a time regardless of the reading setting selected (WCAG 2.1: 4.1.1 Parsing)
- The on/off selectors of the application are not bound technically or have an insufficient description (WCAG 2.1: 4.1.2 Name, Role, Value)

Accessibility assessment
The accessibility assessment complies with the City of Helsinki’s work instructions and methods, the aim of which is to ensure the accessibility of the website in all work phases.
Accessibility has been inspected as an audit carried out by an external specialist and as a self-assessment.
Accessibility has been inspected by using a programmatic accessibility check and inspecting the application and its content manually.
The issues reported by the assessment tools have been reviewed and remedied where necessary.
The external specialist audit was carried out by Unicus Oy.
Updating the accessibility statement
The accessibility of the application will be maintained through continuous monitoring when the technology or the content changes, and through regularly scheduled inspections. This statement will be updated when the application changes and its accessibility is inspected.

City of Helsinki and accessibility
The City is promoting the accessibility of digital services by harmonising its publication work and providing its staff with accessibility-related training.
The accessibility level of the City’s websites is constantly monitored as the websites are administrated. Any deficiencies observed are reacted to immediately. The aim is to carry out necessary changes as quickly as possible.
The disabled and users of assistive technologies
The City provides advice and support for the disabled and users of assistive technologies. Support is available on the advisory pages listed on the City’s website and via a telephone advisory service.
