Finding out the origin of the cash
Preventing money laundering and terrorist financing is based on international standards. The aim of the regulation is to ensure that the financial market follows uniform procedures for knowing the customer. This obligation to identify the customer and find out the origin of the money, familiar from commercial banks, also applies to the operations of the City of Helsinki.
Regarding the personnel financial services (known as Henkilöstökassa), we have found it necessary to specify the reporting obligation also in connection with cash deposits made by Henkilöstökassa members to their accounts. If you deposit cash over EUR 500, we require a written explanation of the origin of the money. Proof, e.g. bank withdrawal receipt, must not be older than 6 months. If an explanation of the origin of the money is not received, the deposit cannot be accepted starting on May 1, 2024.
Identity proof is also required in connection with deposits
In addition, from the beginning of May, an identity document must also be presented when making cash deposits to the Henkilöstökassa account. Talpa's Yleisökassa does not accept deposits without proof of identity.

New online service
The new online service is available at hel.depositor.fi. It replaced the Inka service that was decommissioned in late 2021. The new online service allows members to pay invoices from their account, transfer money to their bank account, print out a bank statement and view the details of their loan and fixed deposit accounts.

Oversight by the Personnel Financial Services Commission
The City of Helsinki’s Personnel financial services are controlled and developed by the Personnel Financial Services Commission, appointed by the City Board for its term of office. The Personnel Fund Commission has five members, each of whom also has a deputy member.
Two of the members, as well as their deputy members, are appointed from candidates nominated by the City of Helsinki’s organisational advisory board. The Commission is chaired by Finance Director Tuula Saxholm.
